Actually there are several ways you can do this.

    1. Find a seller, be it a person or a company that has what you want. Contact them, buy it and have them send it to a FFL local to you or one that you wish to deal with. The gun will be shipped to the FFL and then you will complete the paperwork there, pay the transfer fee and take the gun home.

However, you can buy from a private party in PA with no paperwork required as it is a long arm and the seller can ship directly to you.

    2. Contact a FFL and tell him what you want. He can order and when it comes in he will call and you will go and do the paperwork, pay for the rifle, pay the transfer fee and take it home. However this will cost you a bit more as the FFL will probably put a mark up on it and you will have to pay the PA sales tax.

I'm in State College, so it would be a bit out of the way to use me.

...or in the case of a Mosin Nagant, pay the $30 for a Curio & Relic and have it shipped to your house.

This is probably the cheapest, easiest and fastest way to get Mosins, SKSs and other unmodified (importable) combloc guns.
