Is there any law regulating what ammo can be loaded in a carried firearm?

good question. Not to my knowledge in Pennsylvania but I would tend to stay away from Exploding rounds, tracer rounds, and other type incindiary.

Also, its been some years since I was in Ridley Park. Does the Police Dept still have Fire Engine red painted police cruisers?

The red cars are in Ridley Township, not Ridley Park Borough, and yes, they are still red. (Ridley Park and Ridley Twp. are both in Delaware County and boarder each other in spots)

For as long as I can remember the Ridley Twp cars have been red. There was a time Philly's cars were red too.

I always though the red cop cars looked cool, especially the new Chargers.

I would generally say the laws of physics, but hey, if you want to try and carry your Glock fowty loated up with .22LR or M855 far be it from me to try and stop you.
