    Default AR15 now = pistol?

    I kinda fell asleep at the wheel and when I awoke I find that AR15 rifles are now considered pistols by PA law. This means that they can't be transferred between individuals an they require the PA SP pistol form along with the 4473.

    When exactly did this happen? How? Why? TIA

    AR-15's are NOT, at this time considered a pistol. No PA law has been changed and published at this time.

    Some people in the PSP were advising (incorrectly) FFL's that the FFL had to fill out the SP4-113 on all AR lowers and in some cases complete rifles. This is due to an incorrect interpretation by some people of what was changed in the BATFE Form 4473 dealing with receivers. This is not correct at this time as the PSP Firearms Unit is the section that controls this. At this time their legal department is doing research. NOTHING has been published at this time (unless it happened this week and I'm in Indianapolis right now). The laws have not changed at this time.

    Stripped lowers are to be transferred as "other" and you now must be 21+ to buy them, that's all that has changed as far as I know.
