People make mistakes (You're 2nd point). That's why you don't wait to see how they are going to react Once you know they are a threat, you shoot, toss some credits over the counter, apologize for the mess, and walk out.

I agree, no one jumped when the shot was fired, no one seemed surprised, and no one ran. Especially the people behind the counter. the guy in the green shirt did not react at all to a gun shot and his back was to the shooter...
