Outdoor ranges in Lancaster County?
What options are there where you don't have to know someone that is already a member, bunch of silly hoops to jump through, etc?

You can try Penn Dutch Sportsmans, they may be at member capacity. I am a member. It is a very nice club out to 400 yards with multiple shorter ones. each year if there are members who do not stay current openings in membership pop up, may want to submit an application and be put on a waiting list?

I am also member at Beartown Sportsmans club, they are still taking memberships. The range is small but the team there has been making many good improvements. due to the topography, the 100 yard is at a slight incline out to the targets but not too bad. Membership is only $25 / Yr. A gate with combo was just installed to keep the non member rif raf out and in my opinion is the best improvement I've seen there. I reload and easily make my $25 back by the range brass I pick up.

Goodd Luck trying to get into New Holland Rod and Gun, they have had a membership cap for years and they are spendy for dues, but a very nice facility

I had a buddy that used to go to one by Kleinfeltersville before he moved out of state. Think it was Mill Creek Rod and Gun. That'd be just over the county line from Lancaster county
I was only there once but it seemed nice. Gated with combo lock, I think ~200 yards max. Wasnt flat at longer ranges though, if that matters to you.
You'd have to look into what it takes to be a member though. I have no idea on that part.

I resigned my membership due to the rule imposed when the letter was sent out. The club stated it was for firearms that were used for hunting. I replied that most states allow the use of semi auto rifles and their rule was denying members that hunt in other states a chance to practice before going. Also that members would not be permitted to shoot one of the most popular 22RF rifles, the Ruger 10/22. My comments fell on deaf ears so I turned in my card and never looked back.
Apparently, a neighbor found spent bullets in his swimming pool. The picture I saw was a hand full of spent pistol bullets.

Here Is their current range rules as of today cut and pasted from the website. You may be confusing them with Beartown Sportsmans ? The club president told me a similar story of a neighboring residence finding bullets in their pool, that is what brought the no rapid fire or ground targets policy, but AR's and semi autos are still welcome there also.
PENN-DUTCH SPORTSMEN, INCORPORATED
RULES & REGULATION
1. Member guests may include ONLY - member's spouse
or persons under age 16 - NO EXCEPTIONS. Must be
accompanied by member.
2. Any other persons using the facilities who are not a current
member will be prosecuted under the Pennsylvania Trespass
Laws.
3. All persons must have a membership card displayed while
using facilities.
4. Alcoholic beverages are prohibited.
5. All fully automatic firearms are prohibited.
6. All firearms must be unloaded with actions open and
Muzzles pointed in a safe direction while checking targets.
7. Use paper targets only, place targets in center of
backboards.
8. Please dispose of targets and casings before leaving.
9. While using archery ranges, be alert to other persons using
the course and communicate while shooting and retrieving
arrows.
10. At all archery targets - use field tips only - "positively no
broad heads".
11. Any member willfully destroying or injuring any of the
property
Of the club or any property entrusted to its care, may be
expelled.
I shoot AR's and Semi's every time I am at PennDutch as do many members when I am there.
