2A - Philly and open carry?

Last I checked, the constitution PROTECTS our rights - I don't see where we have to pay to exercise them.

So open carry is allowed throughout PA - in accordance with the 2A. LTCF, etc. not required.
BUT, in a city of the "1st class" (cough..hack), ie-Philly, one must have the LTCF (with associated fees) in order to OC and exercise that right.

So why is that not challenged - or has it been challenged and what was the outcome - if any?

It hasn't been challenged as far as I know..

It completely violates US Amendment XIV, Section 1.

With the Heller ruling, don't expect the the requirement to have a license issue to stand a chance. ..They ruled that licensing and registration just to merely own a gun would be constitutional, just that the government could not completely outlaw possession within a home.

The only safe argument would be on the 14A.
