Lawyers/FFLs - Interstate Son to Father (Non-Estate) FTF Transfer in PA
I'd like to give my Dad (who is a CT resident, but visiting) a rifle (lever action - so legal in CT) to take home and keep.
I called one of my local retail FFLs to ask if he would do the 4473 if we came in. He said that it was not necessary, that direct immediate family transfers were exempted from the interstate "purchase" requirements. I told him that I was aware of the PA (intrastate) exception for Child/Parent/Grandparent handgun transfers, but I didn't realize that it applied to the federal interstate aspect. He insisted that it did.
BUT, I can't find any exception. I've read the stickies and have tried to plow through 18 U.S.C. 922 and can only find the exception for bequest or intestate succession.

I am neither, but it has been adressed before.
Interstate transfer requires a ffl.
The recipient's state is where the transfer occurs.

That was my understanding and why I called the FFL in the first place - to do the transfer.
I understand that in the case of a shipped firearm. But one can buy a long gun out of state, in person at an FFL, so I don't see why a FTF couldn't be at the transferor's end. Essentially "buyer's end"="seller's end" at the FFL.

So long as CT has no laws prohibiting the transfer or the firearm, the transfer of a long gun can be completed at a FFL in PA. No matter what though, it has to be transferred at a FFL.
Handguns must be transferred at a FFL in the receiving party's state.
