    Default AR15 11" barrel

    Can someone please explain to me what is meant with SBR, M-16, or Pre Ban Pistol only!? Can I buy this and a stripped lower and build a rifle / pistol in PA that is legal? I am have a hard time trying to figure this out.

    Preban/postban means absolutely nothing now that the law has passed.

    You can use that 11" upper to make a pistol, however you will need a virgin receiver or one that was manufactured as a "pistol" to lawfully do it. Once a receiver has been made into a firearm with a stock on it - it for it's life is a rifle.

    You can lawfully turn a pistol receiver into a rifle, and back to a pistol. But you may not turn a rifle(receiver) into a pistol at any time without applying for a NFA SBR tax stamp.

    SBR = Short Barreled Rifle = need a Federal tax stamp(NFA device like MG's, silencers, sawed off shotties)

    The only thing to add to that is that if you turn your pistol reciever into a rifle with some sort of stock configuration the 11" barrel must go, or you still have to file the paperwork and pay the tax stamp, because it would then fall into the short barreled rifle catagory.

    So if I buy a virgin rifle receiver (registered as a rifle) to make a pistol then convert it to a rifle I can't ever change it back to a pistol? correct? what if I buy a virgin rifle receiver and register it as a pistol, then what?

    If the receiver is registered as a rifle, it can't legally be made into a pistol. The receiver must be registered as a pistol in order to make a pistol, but you can make a rifle with a pistol receiver.

    Are you sure! From what I have been reading you can make a pistol from any virgin receiver, but once you put a stock on it it is a rifle?
