He wasn't denied, he was put into "research". They have 15 days to approve or deny.

I was held in "research" for a little over a week one time. Irritated me, but it came through with no problem.
I was buying an O/U Fall Turkey gun (12 gauge over a .223). My first thought was that I had a "flag" as my prior purchase was my S/A M1A, but I think I was just being a little paranoid."Tolerance is the virtue of the man without convictions." G.K. Chesterton

I can certainly appreciate why someone wouldn't want to give out their social security number, but this is probably part of the reason why he was put into "research". Providing your social security number makes it much less likely that you'll be confused for someone else. I think it might even say right on the form that it's not required, but that it will simplify/speedup the process.

Re: turned down by nics
The only thing that the Dealer gives the automated PICS is the PA D.L. number. The PICS system reads back the last four digits of the SSN to the Dealer, along with the last name and DOB. If these match the info the purchaser’s info, the Dealer should be satisfied and “tell” the automated system that the info matches. At this point the automated systems start both a Federal and a State background checks. Now, if a long gun is being purchased a SSN is not required and the Dealer only needs to verify the name and DOB. If the automated background checks stall, a live operator is called and gets on line, only one time was I asked for a SSN, and I replied that the purchase was a long gun and that was the end of the SSN. Your friend probably has a similar last name/DOB and will be notified soon.
