HB 1746 - Ceding Pre-emption to Philly
Here's another one to oppose. In a nutshell, it will let Philly write its' own laws.

AN ACT
1 Authorizing cities of the first class to impose restrictions on
2 the purchase, sale and possession of firearms.
3 The General Assembly of the Commonwealth of Pennsylvania
4 hereby enacts as follows:
5 Section 1. Short title.
6 This act shall be known and may be cited as the First Class
7 City Firearms Restriction Act.
8 Section 2. Definitions.
9 The following words and phrases when used in this act shall
10 have the meanings given to them in this section unless the
11 context clearly indicates otherwise:
12 "City." A city of the first class.
13 "Firearm." As defined in 18 Pa.C.S. § 6102 (relating to
14 definitions).
15 Section 3. Restrictions.
16 (a) General rule.--Notwithstanding any other provision of
17 law to the contrary, a city may enact an ordinance providing for

1 the imposition of restrictions of the sale, purchase and
2 possession of firearms, rifles and shotguns in the city.
3 (b) Cooperation.--Prior to enacting an ordinance under
4 subsection (a), the city council shall solicit the assistance of
5 the Attorney General of the United States and of the
6 Commonwealth in the development of the provisions of the
7 ordinance.
8 Section 4. Effective date.
9 This act shall take effect in 60 days.

My, but they are indeed feeling too big for their britches.
One part of the proposal looked real interesting: "Prior to enacting an ordinance under subsection (a), the city council shall solicit the assistance of the Attorney General of the United States and of the Commonwealth in the development of the provisions of the ordinance."
Not only do they want to ignore the laws of the state, but they also want to go over the governor's head and deal directly with the federal government. That's two slaps in the face for the price of one.
