I said dealing with it isn't free. Neglect is "free" in the sense that it lets someone downstream / in the future pick up the tab. But there's more than one municipality in PA that actually has a management plan (as required by state law) and some charge a fee for that purpose.

They use Google Earth in Philly to estimate the amount of roof runoff in order to tax you on it. Like I told my co worker that lives in Philly, it's time to bail. They use tax payers as doormats and as a source to keep the politicians rolling in dough. They us tax money from roof runoff to ban your guns.

That's a Breitbart dramatization. It's not just about rain, it's about how much surface water runs off your property and ultimately into other fresh water supplies. That's a function of how large a property is and how it is designed, it's not totally outside people's control.
