sorry if this has been asked before ...
... but, I wanted to clarify something. After reading some of these posts, and then reading some stuff on that domelights site, I have a question. Can your LTCF only be revoked by the issuing authority from which you obtained it? I.E. if you get your license in Montgomery County, move to Philly, have an LEO in Philly threaten to revoke your license for any myriad of bogus city gun laws, can this actually happen? It has been said on here before that only the authority who issued the LTCF can take it away. Does this mean Philly can't revoke my Montco-issued LTCF? Thanks in advance for the clarification.

Your assumption is correct. What could happen is that some law enforcement agency may contact your Sheriff with their "concerns". It will be up to your Sheriff to investigate, and to make the decision on what (if any) action to take.

Re: sorry if this has been asked before ...
The statute reads:
(i) Revocation.--A license to carry firearms may be revoked
by the issuing authority for good cause. A license to carry
firearms shall be revoked by the issuing authority for any
reason stated in subsection (e)(1) which occurs during the term
of the permit. Notice of revocation shall be in writing and
shall state the specific reason for revocation. Notice shall be
sent by certified mail to the individual whose license is
revoked, and, at that time, notice shall also be provided to the
Pennsylvania State Police by electronic means, including e-mail
or facsimile transmission, that the license is no longer valid.
An individual whose license is revoked shall surrender the
license to the issuing authority within five days of receipt of
the notice. An individual whose license is revoked may appeal to
the court of common pleas for the judicial district in which the
individual resides. An individual who violates this section
commits a summary offense.
So I would take that to mean the sheriff who issued it (or police chief in Philly).
What might happen is that if a different authority than who issued it had a problem with you, they'd contact the issuing authority and ask them to revoke it.
Just my thoughts.

Re: sorry if this has been asked before ...
Thanks for the clarification. I was pretty sure this is how it works, but wanted to double check. Not that I'm expecting to have any issues with Philly P.D., since I CC, but if it came to a situation where I was pulled over for rolling through a stop sign or something, and I didn't divulge that I was carrying, (even though I'm not required to by law, I most likely would; that's just me), I wanted to make sure they couldn't threaten me with revocation for simply failing to inform them, since apparently PPD makes their own rules when it comes to this sort of thing. Also, since I'm moving to Philly, but my LTCF will still have my old address on it, since they don't, and won't give you a new card until the expiration date is up, I guess I'm just a tad bit weary of dealing with Philly LEO's, for obvious reasons. I'll try to stay off their radar, but should I have to produce my "papers," I don't want them looking at two different addresses, one on LTCF and one on DL, and getting nervous. I wanted to make sure I'm in the clear. Don't want any surprises from Philly PD, you know? Thanks!

Re: sorry if this has been asked before ...
It may allay some of your concerns if you obtain a permit which displays your current address.
Cheap quick method: obtain a New Hampshire Non-Resident Pistol Permit.
Cost: $20
Good for 4 years
4 year cycle vs. 5 yr. cycle for PA LTCF = they'll rarely risk expiry at the same time, you are always covered.
Simple single page form + copy of your DL, DL address update card and PA LTCF
Issued within 14 - 28 days.
Good anywhere in PA that a PA LTCF is _except_ K-12 schools.
Cannot be seized or revoked by anyone in PA.
Can only be revoked by NH, or if reciprocity is lost with NH (meaning no one's NH permit would be recognized in PA per the PA Atty Genl.)
Once issued, you could allow your PA LTCF to expire and still carry legally here.
You can print a copy of the PA - NH Reciprocity Agreement off of the PA Attorney General's website and keep it in your wallet or with your car registration (or both).
I have a handful of permits, at least 6 of which are valid in PA.
I keep the NH permit hidden in my vehicle, in that way even if I run out of the house and forget my wallet or my wallet is stolen, I still have a permit handy.
I keep a single page double sided photocopy in my glovebox which displays:
side one:
DL
address update card
NH permit (both sides)
Title 18 ss 6106 b 11 info specific to PA vehicle carry (valid with ANY permit from ANY state)
Excerpt from PA Atty Genl website as to recognition of reciprocal permits regardless of
state of residence of permit holder
side 2:
PA - NH Reciprocity Agreement
I've offered the above when I believe I have a "second amendment unfriendly" officer on a traffic stop or similar, it's never failed to end the discussion.
PM me with an email address, I'll send you a pdf file of the NH application.Last edited by BCI Instructor; March 26th, 2009 at 12:53 PM.
