can u carry a handgun in other states without a license to carry.

I think you'd be best off looking at a site like http://www.handgunlaw.us/. There are 50 states, each with their own laws.

You don't specify if you are asking about carrying openly, concealed or in a car.
You can carry a loaded firearm in your car in all 50 States as long as you are legally permitted to do so in your home state. Since you live in PA and a LTFA is required to carry in your car you will need a LTCF in all states. (for carrying in your car)
As for open carry, in PA you need no license or permit to do so. Every state has their own laws governing open carry so you will have to check the laws in the state where you intend to carry.
To carry concealed in PA a LTCF is required. There are currently 17 states who have entered into a written agreement to honor a PA LTCF in their state. There are an additional 7 states who will honor your PA LTCF without a written agreement. In addition, Vermont will allow anyone with a valid Driver's License to carry a firearm in their state.
I think I got all of that correct but you should always verify the information for yourself...
