Letters of Marque and Reprisal

Here's another goodie: Letters of Marque and Reprisal. They authorize Congress to designate private entities to conduct military operations in an undeclared conflict. This is exclusive to Congress and does not involve the executive branch as per Article 1, Section 8, of the U.S. Constitution. In fact, the last time a Letter of Marque was issued by Congress was in WWII, to the airship Resolute to patrol for submarines. Check out the Wiki article:

Sure, I believe it was Ron Paul that brought up the notion that the US should have placed a one billion dollar marque for Osama bin Laden. It would have been a lot cheaper, and may have solved our problem.

fox has always spelled osama as "usama".
