Default Strange Lines on Ammo (pic)

Bought some .380 ammo (Perfecta) and noticed there are lines with evenly spaced markes that circle the entire case.
I've never seen this before and my other .380 (left in picture) doesn't have this.
I know it's there for a reason, but I don't know what that reason is.

That ring is a crimp in the case to prevent bullet setback.

Can anti-setback crimps be re-done during reloading? Don't recall ever even reading about its availability. If not, it might be a good reason to not reload .380ACP ?

I don't follow. Why would this matter in reloading .380?
I see the same kind of crimping in multiple calibers. It has no impact that I know of.

    Makes sense, thanks!
And now that I think about it, I remember seeing this crimp on some old Korean war surplus .45ACP ammo.

The crimp does not affect resizing or seating of a new bullet.

Have you ever seen the military 45 with black tar to seal the bullet? Tough to clean out.

I actually thought this was going to be about Walmart people lined up at the gun counter.
