The laws are for hte bikes safety. I've ridden and driven all around the world, and seen some pretty terrible bike crashes because they just ride lawlessly. But most of them know if they get hit, it's on them.

The scooter was illegally riding down the center turn lane. All the other traffic going his direction had stopped. The hitting vehicle observed intersection traffic had stopped so pulled ahead from side street past stopped traffic to make left turn and hit the scooter who was - again, driving down the center lane to avoid sitting in traffic. Scooter should not have been doing what he was where he was doing it when hit.

I can't see all that from the video. Was he using one or two hands when shooting? I didn't really notice. That's how I would judge him in this scenario.
