If you really want to make it a point to OC with a coat, then wear a short coat that doesn't go past your waist. I never really worried about it though.

No. Don't do either of the above things. Don't wear a gun belt on the outside of your coat. Don't wear a high holster. Just get a shorter coat.
Seriously. I open carry more often in the winter because, as a rather thin guy, I"m usually dressed in multiple layers. Burying a carry gun under all that clothing doesn't work for me. So I just wear one of a few coats that stops just below the waist and use a level II holster, out in the open.
Just do what works best for you and feels comfortable.

5.11 has a few of them. I usually wear the 'tactical' fleece. (put tactical in the name of any product and people will buy it. I might try to market a new line of tactical tile/sink/toilet cleaner. any takers?)
It has 5 or 6 inch zippers on either side, with an elastic strap the goes underneath the holster. It works great. Black gun, black holster against a black fleece and I bet not many people even notice.

Long time ago a wise man named Anthony Herbert issued advice to soldiers. "You use your protective clothing to protect your weapon, it stays dry then you".
I'd be concerned about moisture making the item slippery. You have to come in from cold - I'd be concerned about condensation attracting moisture to the item. Lastly, have you done your homework about the lubricants in your firearm? I'd feel pretty bad if I had a jam because the cold made the lubricant too viscous for proper energy budget.
Can you do it? Police and soldiers routinely open carry. They prepare for it.
I am not an expert on open carry. We'll need others to chime in.
