The generic reason is because, at the individual level, your vote simply does not matter with respect to Federal elections. The math just isn't there. The odds of the result being affected by a SINGLE VOTE in YOUR DISTRICT are so small as to be a virtual impossibility.

Whether people don't vote because they realize this basic fact, or they feel conspiracy is involved, really doesn't matter.

Oh, and also to reiterate what someone else said, even if you think the Dems are going to try to steal it, the more people that legitimately vote the harder it is for them to hide it if they try to rig it, so by voluntarily not voting you are helping the Dems to steal the election.
