    The problem still is that the lake itself, and the land under it may be owned or controlled by the Army Corp of Engineers.

    If you look at the parcel map that I linked to, many of the submerged parcels are owned by ACoE.

    What I found even more surprising about that map is that there's a government agency out there maintaining parcel data on intentionally flooded land.

    That is not uncommon. Property lines are where they are, whether they are submerged or not, until they are unified or eliminated.

    Most of us who own property still own to the center of the road in front of our houses, yet that road and right-of-way is typically controlled by the state or municipality.

    You'd have thunk back when they took the land to flood it they would have unified all the parcels into one so they didn't have to maintain that data for decades to come.

    The only way you can fish up there while carrying is going down below the dam breast and fish for trout in the Tulpahocken creek that's control by PA Game Commission. The lake is surrounded by State game lands. I've hunted every inch of it. The dam, boat ramps and the lake are all owned by Army Corp Eng. PA Fish and Boat can check your licenses and your harvest along with your boating equipment when you reach the fishing area. No boats up north in Lake Ontelaunee.
