The general rule is that an MG receiver is an MG, as is any part or parts kits designed to make a semi into an MG. So an M16 receiver with the sear hole is an MG and must be registered; so is a drop-in auto sear, since that sear could be put in any AR-15 (unless designed against it, like some Colts) and make that AR fully automatic.
As for the barrel length, "machinegun" includes all lesser NFA categories, so you can make it an SBR or a pistol or a rifle and back again.
However, you CANNOT bolt a pistol underneath an M-16 without registering that pistol as an SBR, because it will be using the buttstock of the rifle, and it's a separate firearm.

Yes, the actual 3rd hole receiver or drop in auto sear require a stamp, but I was under the impression it's completely legal to have the extended disconnector, trigger with rear notch, 3 position safety switch, and spurred hammer, without a tax stamp in an AR15 platform, just as many of us use stock full auto bolt carriers (although as you've noted before, at what point does the BATF toss you in the pokey for constructive possession in this day and age)?
