I plan to apply for a new LCTF in Columbia County this year, I hope everything goes just as smoothly. In Dauphin County the Sheriff didn't even contact my references and I was issued my LCTF within 10 days.

Like I said earlier, it is my understanding that it is up to the individual County.
Personally, I am very happy that the Sheriff wanted the references to call - it saved me all the time required for a reference card to reach one of my references, etc. That alone could add weeks of delays if the reference just put the card in a pile on the kitchen table and forgot about it. I just went through the LCTF process, it was totally painless. Took a week from start to finish and they were very helpfull.
