    If you in fact have created a primary residence, the PICS will generate a proceed to issue a LTCF to a person with an out of state Drivers license. If using an out of state DL, the SSN becomes required because the PSP has to check a couple of databases manually (so I'm told). The usual caveats apply about being a prohibited person and such.

    It comes down to: if the sheriff is willing to enter the data into the system.

    Yes but the sheriff has an affirmative duty, beyond the PICS check, to assure the applicant's state of residence under 18 Pa CS §6109(b) and (e)(1)(ix)

    We are in agreement to a point.

    If someone walks in with the same amount of documentation to the Sheriff's office (if they have created a primary residence), as they would with PennDOT to get a DL. The Sheriff should issue the LCTF on the spot, as would PennDOT for the DL.

    Most agencies use the DL as the litmus test, because most people can not afford to own multiple homes.

    Gentlemen, great info, thanks. I'm hoping that the sheriff would issue A LTCF on her NY restricted and take into account the fact we do indeed own property and a home in the county. If all goes well she will get her PA DL before the end of the year. Either way she is good for a couple of years.
