I agree that the UFA is one of the easier to read legal documents. Many states laws are so full of legal jargon that it is hard to remember what you are reading by the time you are done. But the UFA is usually pretty to the point.

Steve in PA is the man, but I wonder if he could answer me this. My mother lived in Wilkes-Barre until she was about 6 and told me about a big cow there. She now lives in Jersey (yeah I know) and she does not recall where it is and I would like to find it and take a picture of it for her. So where is this damn big cow at??

absolutely incorrect. not only is there no statute against open carry in PA, there are two cases which established beyond a doubt via case law that open carry is legal without any permit through the state except in Philly--where it is legal, but only if you have an LTCF.
tell the sheriff to look up Commonwealth v. Ortiz and Commonwealth v. Hawkins.

That Sheriff is wrong also on the account of not being able to do handgun transfers. The UFA provides the age of 18 as the minimum age to transfer handguns. It is even outlined by law for the Sheriff to do them in estate bequeaths. The Sheriff is mistaking the "Buyer not yet 21" as a denial when doing the Instant check.
Remind him/her that the lawful age of possession is 18 in PA. There is no law against the private sale/purchase of a handgun and subsequent transfer at a Sheriff.
There is no such thing as a longarm transfer other than the FFL to purchaser transfer.

Well, thanks for the kind words. It really irks me when certain people, who are supposed to know something about the guns laws, either know nothing.....or are so wrong about something its hard to believe.
Alot of what they "think" they know is out-dated and has been changed and they never decided to keep up on the knowledge. Which is why I say asking a sheriff about gun laws is like asking your grandma........actually, granny probably knows more. And its not just sheriffs, lots of state and local police are in the same boat.
As to the big cow, yes........she is no longer purple. She is back to her original colors just like when I was a kid (a looooong time ago) and getting ice cream from Gorman's Dairy, which was the business next door to it.

18 Pa. C.S. §6111(c), Duty of other persons. - Any person who is not a licensed importer, manufacturer or dealer and who desires to sell or transfer a firearm to another unlicensed person shall do so only upon the place of business of a licensed importer, manufacturer, dealer or county sheriff's office, the latter of whom shall follow the procedure set forth in this section as if he were the seller of the firearm. The provisions of this section shall not apply to transfers between spouses or to transfers between a parent and child or to transfers between grandparent and grandchild.
Okay, exactly what does the colored phrase mean?
