This has been an ongoing situation. Running a guard dog training school with boarding included. Residential zoned. Across the street from me. No fencing and often, like that day, no leashes. I'm not scared of dogs, but there's no way I can predict what 4 of them at once (2 in training at any given time) will do to mine if he can't even contain them. Some are being trained to guard and attack. I know how fast these things happen. I get the impression this guy thinks it's funny or maybe stupid enough to think it's harmless. He's starting to understand what I think. I'll report any time his 2, or any of his new strange trainees are not under his control and in my business. I called the police at that moment because he was in chase and retrieved the dog. When I calmly said he almost lost the dog, he started getting mouthy. I didn't. Looking back it would have been better to wait but I reacted. Note for next time.
Thank you all for the replies, I sincerely appreciate it. The comment on the police report about expiration had me concerned.
It's crazy it's still going on 3 weeks later when zoning has been notified. I'm patient. I just hope nothing goes terribly wrong in the meantime. In over twenty years of carry this is the first time my weapon has come out, and I've had similar experiences. It's just with several dogs there's no way for me to stay between my wife and/or dog,
and harm.

Check out your local zoning and then stay on the municipality about it. Go bring it up at the next meeting. You might need prior 'permission' to speak. Many municipalities require some kind of license or permit. Sounds like he might be running an unapproved business. If that's the case, it will be easy to make his life miserable. You almost have to because it seems he doesn't want to solve the issue in a civil manner.
And every time any dog crosses on to your property, take a video and report it. There has to be at least a law about restraining dogs.

IMO the Cop is saying you were legal. This removes the liability, or questions, if you were in the middle of the street or the middle of your yard? Buy a cattle prod at TSC, for when you go outside. I would put a cattle prod against any dog. Don't want a prod, buy a buggy whip. Lots of options to go for. The problem with pepper spray is it can run out when you need it most. It's like a gun with only one bullet and multiple attackers.

This might be a good time to read up on the Harold Fish self-defense case, where a good guy was attacked by dogs and had to shoot the lunatic owner.

Even Judge Judy does not rule against gun owners who have to shoot aggressive dogs. And if they have a smaller dog with them, she gives extra points for protecting it.
