Do I have any recourse (permit issue)?

If you actually have an application in progress, you will probably have to complete the process in that county.

As an out-of-state resident you can apply in any county, so if they turned you away without taking your application you can apply in any other county. (As long as that county will process out-of-state applications. Some don't, although they have no legal basis for refusing.)

However, rereading your original post and the one I quoted above, I gather you already applied and were approved in Adams and are just waiting to obtain the actual license/permit document. In which case as a practical matter you probably need to go back to them to finish the process.

no what i was saying is maybe it was just that counties link to the state police was down...a neighboring county might have been able to cpmplete the app?? assuming you hadnt already paid and whatnot
