Hi Brian,
I know it's not the easiest thing to obtain, but you may want to take a good, long look at a P-07 Duty, by CZ. Compact, polymer frame, available in both 9mm and 40S&W, and an added bonus-- it is set up with a de-cocker, but, with just a 2-minute procedure, you can change it to a manual safety.
I have an SP-01 by CZ (full-size steel service model) and absolutely LOVE IT!

Guns and Ammo Handguns magazine current issue has a shootout with some of the most popular small 9mm (Kahr, Ruger LC9, EMP, Solo, P290). You might want to check that out. I found it to be pretty informative.
I also find the Taurus 709 to be reliable, easy to shoot (once you figure out the trigger), and super easy to carry, in addition to being super cheap. YMMV on that one as some folks have had issues.
I am always in favor of 9mm for small carry for the extra round and shootability. If I was going to up-caliber from 9mm, I would go to an officers size .45, but some folks seem to love .40.Stay frosty....

Ace Sporting Goods in Washington, PA have the Kahr CW 40 on sale for I believe $379.00 I own one and it is quite a powerful pistol for such a small gun, easy to conceal, great gun. Not quite as fance as the upper echelon Kahrs but when I conceal, no one but me sees it!

The Ruger SR9 has a very nice feel in your hand, no doubt about it.
If you are considering Walther, than I would also check out the Walther PPS. It's thin, has a great trigger, and has good build quality. They can be had used for around $499.00.

Im normally a Sig fan, and a .40 fan....but my last gun was a SA xd9sc. I love it. Nice and small, similar in size to the Ruger but no mag safety or manual safety to worry about. Has a really nice trigger and I cant believe how well it shoots at 20 yards considering the barrel length and short sights.

I've got larger hands and the PPS was too thin for me (but I bet it disappears in a IWB). I'd recommend a M&P .40c. Easy to carry, smooth to shoot, and ergonomic with the replaceable grips. They're also popular enough that there are some great aftermarket parts available. Another benefit of the .40c is that you could get a .357 sig barrel for it, or 9mm barrel and mags. That opens up your options if there are issues with ammo availability down the road. There's also the option to have a thumb safety, if that's at all attractive to you.

As much as I like HK and Sig (some models), if you want the most bad ass carry .40 cal. handgun (junk the 9mm), get a Glock 23. This sucker is accurate, fun to shoot, can take a beating, can be easily carried, easy to operate, and if you don't feel like cleaning it, it doesn't take it personally; it is good to go. It is the absolute best all purpose carry gun on the planet, JMHO
BCM and Glock...for a bigger pile of 'cold dead hands' brass.
