Last I checked - yes. Basically any lawful device is legal during "rifle season", including bow & arrow and crossbows.

Now, your local region of the state might have specific limits. ...PA does have a couple small pockets where only certain devices are legal. Those pockets are typically heavily urban areas. I'm not familiar will them all though.

They can also be used in the early October muzzleloader season for doe, provided you have the required antlerless or Dmap tag for the area you hunt.
