Its always been 1st come 1st served, whether by mail or now online. You have to factor in the dmap licenses too. I'm glad they've moved away from selling by county treasurers. Too political and I've known of county employees getting first dibs in the past. Now it's based on geographical regions, and the dmaps enable the PGC to focus on reducing the herds where needed.
