Philly scooter driver t-boned; reacts by shooting randomly, hits 3 incl child

I can't see all that from the video. Was he using one or two hands when shooting? I didn't really notice. That's how I would judge him in this scenario.

After watching the video, there is plenty of responsibility to go around on three counts. First, the uninvolved vehicle allowing the other car driver to pull out, contrary to driving protocols. Second, it is clear the car hit the scooter, so the driver wasn't paying enough attention to traffic. Third, the scooter guy is obviously mostly in the wrong for passing vehicles illegally, and being somewhere he should not have been. All three drivers caused the accident. The follow-up actions of the scooter guy should get him executed, IMO.
