Im pretty sure the state trooper was wrong about the states website on the bottom of the plate. wolf signed hb1486 that said a partial obscured plate is not justification for being pulled over. If the plate letters/numbers and issuing authority are readable your fine. It was in a response to a state trooper pulling someone over because the state website address was blocked.
