Its 18 without shelves, but even then its a tight fit at best.

With all shelves, probably 6 or so reasonably.

it's 18 based on the positions/cutouts. that's how they do it. I have a 40-gun safe here that yea will hold 40 if you pack 'em in like sardines. kind of why I went to using gun socks on all my rifles, so when they inevitably touch they don't get dinged/scratched up.
