Have they applied for all the proper permits to demonstrate upon the public roads and cause disruption to traffic?

Hmm, yet municipalities across the US require a permit to do so, especially when doing so is going to disrupt traffic in the area. They're effectively having a parade by marching upon the public roadways. They do not have the right to disrupt the free travel of others with their "demonstration". If they want to demonstrate, keep off the roads and let the rest of us live our lives.
