Is this a trick question? (Making a safe go on a puffy carpet without bolting it anywhere?) haha. Just kidding.
Ummmmmm the only thing I can think of, really, is to find a really heavy flat base to put on the floor first...something made of super heavy wood, or even make one yourself nice and heavy and wide (a little wider than the safe)...and then bolt your safe to that. So it would be bottom heavy and difficult to tip. I don't have any suggestions on how to make it look nice though, unless you can cover it in something.
Maybe look through craigslist for some kind of really solid boxy coffee table or chest or something...not sure.

Depends on how level the floors are too. Our house has some kind of NOT level floors, so sometimes the tipping danger is a bit worse than usual, thus the bolting...

Carpet is old and replaceable, the floor has old heating pipes inside of it, dont want to risk hitting one.
The wall has a rock facade but will crack and split if drilled into, the rock is about 1/2 to 1" thick and regular wall behind it.
this is my only location available. I am trying to work with what I have.

house or apartment? if you can do what you want, i would cut the "puffy" carpet. if the floor is not level, build a base. possibly a vey heavy base, bolt it to that so no one can walk away with it.

Can you put it near a wall or in a closet where you can add a strap or bungi cord it to a wall to give it added stability? Or place shims under the front of it so that the center of gravity shifts towards the back?
Building a wide base for it as Cakeshooter said is a good idea.

My safe is like 700+ empty and 36"x30" Ive never worried about it tipping
