    I just traveled yet another freshly chipped road today and noted the many pre-existing defects in the road surface were still there - as always.

    I've lived in PA my entire life and have never seen repairs done prior to tar and chipping anywhere I've lived.

SR948 between Kersey and the 948 intersection with US219 at "Boot Jack" is an object case in point, particularly near and in front of Horizon Wood Products. The "gullies" in 948's surface throw my Wrangler and Gladiator. I veer into the other lane to avoid those spots, and have done so when followed by PSP from the nearby Ridgway station. I've not been stopped for failing to stay right of center, and some of the troopers actually follow me into the other lane.

    I'm sure that's highly location and contractor dependent.

    Little depressions won't get repaired, but missing blacktop potholes need to be.
