Don't use any foreign IP addresses, including from VPN companies.
As for domestic IP addresses, I only ban free VPN/proxies that have been used by spammers. Especially website hosts that spammers/hackers have installed a VPN/proxy on knowingly or unknowingly of the host.
I do not ban legit Internet Service Providers(ISP's) like telephone(landline and cellular), cable companies, some power companies, and satellite internet. ....certain exception for some individual IP addresses that have been used as portals, typically west/left coast ISP's that tend to overlook spammers.
To add to the above..
I try not to ban legit paid subscription VPN services, but they don't always label their IP blocks properly for me to know what/who they are.
And IP addresses are bought/sold/traded like stocks and bonds. I may ban an IP block that Shithead's Hosting Service allowed spammers to use, but then that IP block is now owned by Legit Law Abiding VPN service. ....the ban is on the IP numbers, not who owns the IP block.
I had a ban on my IP that I own somehow, sent someone an email and they unblocked it for me. Better than having a forum overrun with russian porn.

If you run into a blocked IP from a legit VPN - use the Contact thing. You will need to provide that IP address that you are using that is blocked. I check 1-10 times a day, depending on if I'm home or having to go on work trip(typically a 10hr turn-around).
