I'm pretty sure the answer is no. A horse is a mode of conveyance. Any mode of conveyance requires a LTCF, which doesn't cover typical rifles (16"+). I could be wrong though.
With a LTCF you can carry an AR or AK pistol. So barrel length under 16".
How then, do they rationalize having a loaded duck gun in a canoe?
You can hunt and shoot from horses. I've watched hunters on horseback at the State Gamelands at Blue Marsh hunt and shoot stocked quail from horseback.
