Yes you can keep it unloaded (chamber and tube) with shells in the side saddle. This meets Pennsylvania's definition of unloaded.
The Shockwave SPX is a "other firearm" under Federal law, and a "firearm" under PA law.

I believe that he was pointing out the irony of the fact that something as "benign" as a single shot .410 is a "longarm" andncannot be carried, loaded, in a vehicle and yet, something as "dangerous" as an SBRed, full auto with a 100 round magazine was "lawfull" when carried with an LTCF.

Negative. And SBR is not a rifle, it is a Short Barreled Rifle. And under PA law is is a "firearm" if the barrel is less than 16" or the OAL is less than 26".
A PA defined "firearm" is basically any gun under 26" OAL, any handgun with a barrel less than 15", any rifle with a barrel less than 16", or any shotgun with a barrel less than 18". ...which covers most Title I handguns, and all Title II SBR and SBS, and most Title II AOW, and some machineguns and destructive devices if their OAL or barrel length is less than PA's "firearm" dimensions.
