I had to go around and around with UPS last time I shipped a rifle for service. The representative on the phone actually told me they could not ship firearms AT ALL even though I could see on their policy statement that it was permitted.
I don't know if the phone representative was poorly trained, incompetent, or substituting his personal agenda for UPS policy.
And this was a call to UPS, not the UPS store.

UPS is not a public entity, it's their company, their rules and their flukes. If a common carrier such as UPS determines that anything you want to ship is not profitable or beneficial to them in any way, shape or form it is their right to refuse to haul it. Furthermore, it is an obligation to do so for the sake of their stockholders. ABF had a list of things that we were not to pick up when I was still working, I expect that that list still exists today.

It's hard to prevail with such a claim and when they do pay it's rarely worth the effort to get what pittance they'll allow. The first thing they're going to say is that it wasn't packaged properly.
