I think this is also why a lot of people in the metros have an anti-gun attitude as well. They rely on police to respond in a relatively timely manner; as a result many families don't own guns, and their children have never had exposure or interactions with guns. They typically associate civilian possession of guns with criminal activity or Fudds, and are completely clueless about what the true purpose of the second amendment is.

I noticed next door in Potter Co. they have the highest % 52%. In my Co. Tioga it's 21% about mid range. I note Tioga has almost three times the population of Potter. Rural vs. townies I guess.

One wonders how much of this is due to personal politics (people who don't want and/or can't get one) and how much is due to the Sheriffs/GPU...
I've never expierenced any problems with the Delaware County Sheriff's office. Maybe not as quick as some counties but no attitude that would discourage LTCF applicants.
Those counties being more urban and liberal, only have bad exposure to guns and the people didn't grow up around guns used for hunting and the dispatching of predators. I would think more inner city people would want guns for protection. Maybe they have them in their homes, just not the LTCF.
