No. County does not issue out-of-state LTCF
I visited the Northampton County Courthouse in Easton today, and while I was up in Revenue about ready to pay for a license application, I saw the license application packets.
I noticed that the application states very clearly that non-resident out-of-state permits will not be accepted. Northampton County wants you to prove that you live in Northampton County before they will issue you a license to carry firearms. No exceptions. However, the relevant entry on the county by county information page on this site states that Northampton yes, will issue out of state permits.
Revenue advised me to head downstairs to check with the sheriff's office if I had questions about their policy. I did so, and the sheriff's office confirmed that they would not touch my application because I don't live in Pennsylvania.
Is there a way to get this fixed? The page, I mean, not the law. It would be nice to get that Sheriff's policy fixed too, but that might be asking a bit much. I would be happy to scan and upload the application that I took with me. I kept it for that purpose.

Could try writing to the Attorney General and asking why PA Laws says they will issues to Non-residents with current permits/license from their home state and 2 PA counties just told you to pound sand.. who is in charge?

Sue them. PA is "shall issue" for ALL applicants who meet the statutory requirements.

...and in reply, you'll get a letter from the AG that they don't get involved in local county matters, if you get a reply at all. Wrote the letter, got the reply, and that was from a republican AG.

I did go to Berks, and was issued a permit in 20 minutes. I was amazed. I have 7 permits, Pennsylvania was by far the easiest and fastest to acquire (once I found the right Sheriff to talk to, anyway)

Yep, if you go to the airport location it'll spoil you. What gets me is how out of staters can go anywhere, wherever is easiest but us residents are stuck with where they send us. Not that I'm stuck, I'm lucky to be in Berks...

Actually, I got licensed at the courthouse. I was really grateful for that as well, because my next stop was to try Centre County, and I did not fancy the drive to Bellefonte. I was home to visit my parents in the city of Northampton, and Pennsylvania doesn't recognize my Washington permit nor any other out-of-state permits that I might happen to have.
