Every phone call / phone number comes with the identity of who owns the phone. These records are kept in a Government database forever. It's all in the Meta data.

Lying to an FBI agent is a serious federal offense, may be there's law giving ATF agents similar leverage built into this app. They'd almost have to, otherwise the app leaves them wide open to abuse.
