In the days of old when the ICC was around, I would expect there to be regulations on it but today, I don't see it. Here's an excerpt that will probably cover their behavior in today's climate:

Not that it's going to hurt Midway but I informed them yesterday that as long as their method of shipping is UPS I can no longer support buying off them. Got back an email that they checked with UPS and are in compliance replied they support ups I cannot deal with them. Enough people do this to anyone that supports ups they'll change their policy just bitch here nothing will change. Bill
