... and getting a license from Florida is still legal, even if someone else doesn't like it. AND it is not illegal for a PA person to obtain an out of state license as long as they do not misrepresent themselves to the other state.

There is NO LAW that says a LTCF is to be revoked if a gun is stolen from the owner! Philly does that on its own, which means they are acting outside the law, not the FL license holder.
It's only a loophole if you are circumventing a legal act.
