Meaning Operator's License Number

Fill out BOTH top and bottom. The police will tear it in half and you keep one half as the receipt. When i checked a pistol, they were very friendly.

Agreed. Also I'd imagine their demeanor is highly dependent on you not removing your gun from your holster and just handing over the whole package to them.
