If the bike isn't street legal, it's already illegal to ride on the street (duh). An ATV has also never been a street legal vehicle. I'd think that alone would have already been enough to impound them if caught on the street.
Banning ownership? Are you kidding? A Philly resident can't own an off-road vehicle, keep it in a garage, and trailer it to a location where it's legal to use it?
Sounds a lot like the argument about closing the 'gun show loophole.'
Can they all come out to your area and ride them?

Besides, their designated area of choice is Broad Street where they can show off,be seen and try to goad the police into chasing them.If they can't do all of that then what good is it?
Just look how many such incidents already happen at public playgrounds and rec centers!

What! You don't believe in helping out the folks who need a place to ride....

No Blue Thunder can be used I presume?

Not only shot him in the head and killed him. But then someone else stole his dirtbike.
PHILADELPHIA (WPVI) -- Philadelphia police are investigating a fatal shooting of a 21-year-old man in the city's Port Richmond section.
The incident was reported Saturday at approximately 11:30 p.m. during a large dirt bike and motorcycle gathering near the intersection of Aramingo Avenue and Butler Street.
Officials say a 21-year-old man was riding his dirt bike when another man on a motorcycle shot him in the head.
The shooter then fled the scene, officials say.
Authorities confirm a second man stole the victim's dirt bike and also fled the area.
The victim was pronounced dead on the scene.
Police called an assist to help with containing the large crowd during the initial call.
So far, no arrests have been made at this time.
Wait a couple of days for the retaliation hit....in Kensington

They are allowing the police to destroy dirt bikes and atvs now after confiscation. Before they could only destroy atvs.
Why u worried about us anyway down here?
