Non-Resident Carry Permit INFO Please!
Hello. Responsible pro-2A gun owner with carry permit (PCH) from NJ here. Looking for info on non-resident carry permit for Northampton County... do they issue to non-residents? Is there an UP TO DATE list of which counties do issue? I found one list but some counties listed as 2A friendly are apparently not.

For the record, ALL counties are required by law to issue to qualified non-residents, just as they are to residents. Understandably, it's easier to shop around than to pick a fight, but you should at least be aware that you're being screwed over while it's happening.

Is that a result of the recent SCOTUS decision? NJ doesn't work by county, so Im not sure.

Not at all.
PA is a "shall-issue" state. Our LTCFs all look identical, and there is nothing on the license itself that indicates "non-resident". It simply will show your correct out-of-state address. The only difference is that in order to qualify, you must have a license from your home state, IF that state issues one (I believe that now, all states have one, though that was not always the case). Difficulty in obtaining such a license is a completely different discussion.
Sheriffs have zero discretion. They must follow the same licensing statute/conditions as applicants. No more, no less.
They cannot legally refuse non-residents any more than they could refuse women, or blacks, or anyone wearing a blue shirt. They get away with it because it will probably cost a stubborn citizen a couple thousand dollars to prove their point in court, though occasionally, firm push-back, or a phone call from an attorney (signally someone means business) may prompt compliance, though likely only for that particular party.
This is an issue that is extremely ripe for legal challenge, and I would happily donate to such a challenge.

It has been noted on another discussion thread here that the Berks County sheriff's department, specifically their location at the Reading airport, is 2A friendly and is a quick process.

Before the deadly chirus, this was true but I'd call them and verify first. I have heard that they now require appointments but don't see any justification for it. And our sheriff has been very pro 2A in the past.
