Confusion about CC Reference requirements
Howdy, I moved down to PA from NY about a year ago now (Thank God) and Ive recently decided to apply for my CCW permit, I've got one solid reference in my boss, but outside of family, who as I understand It I can not use as references , haven't made many friends I would be able to use as references. I've seen multiple people say you don't actually "need" references and you can either leave it blank, or put random information down, but that doesn't sound right to me. I just wanted to be clear that I do in fact need two complete references, and I was wondering if anyone had any good advice for finding someone to be my second reference on the application?

You live in Montco so I know they won't call your references. I would just ask a neighbor or coworker if you can put their info there.
Also, welcome to PA. Please vote for pro-2A reps!
Re: Confusion about CC Reference requirements
By law and court case(s), references are not required but I am not
in a position to provide a cite/source for either.
I live in York County, PA., and there shouldn't be but there are some differences between municipalities. I leave references and employment blank and they always renew.
Both are still on the application from long ago, before the process (and the law)
changed for the better.
I hope yours goes smoothly.
Re: Confusion about CC Reference requirements
I recently applied for and was quickly issued a LTCF in Lehigh County as a New Jersey resident. Neither of my references were contacted. YMMV
Re: Confusion about CC Reference requirements
You can also use out of state refs. I'm in Montgomery and I used a reference in FL. Neither refs were contacted.

I listed references once, the 1st time, long ago. York County. Mine also were never contacted.
Part of the reason I never bothered with it again.
Re: Confusion about CC Reference requirements
When I renewed last year, I asked the sherrif's office if they still need me to put down references and they said no leave it blank. This was Chester County that now has a Dem sherrif so.....
Re: Confusion about CC Reference requirements
Delco. I listed one in-state reference and one NJ reference. I don't think either was contacted. I'd still follow the form if possible. If they don't check, not your fault. If you don't do it and somebody official decides to play games later...

Jefferson County requires the references to be filled out, but they never call/mail them. They will hand the application back if they aren't listed. They do that just as a formality, the sheriff is absolutely pro-gun/carry(hes a FFL too). ...although, he may have just retired. :(
