Well I know its not in H/H like you said but I know Nate at Lanco Tactical in E-town used to almost always have them in stock. It has been a while since I have gotten up there so I can't say for sure anymore but I'd say there's a very good chance he will.
+1 for Nate at Lanco Tactical- got a lower sitting right here. Can't go wrong with Lanco.
I was just at lanco tactical the other day. They have lowers in stock and everything else you would need!
If you don't mind waiting for it to be shipped look up "New Frontier Armory LW-15 receiver" on Gun Broker.
I just received mine the other day, its a real good build quality, plus can't go wrong for 109 dollars + transfer fee.
Hbg/htown area I'd recommend Staudts gun shop.
Staudts can order in a ton of stuff, but Lanco normally has a good bit in stock. I have had extremely good experiences at Staudts though. Typically orders come in in less than a week. They even showed me what their cost on the order was before I even placed it.
