So is an 80% lower actually a " firearm" if it doesn't have a serial number? Isn't that one of the things that make it a firearm, the serial numbers?
So what if I have a lower with no number, it's a cigarette lighter, or paper weight? Who's to say it's anything different?

No. The SN doesn't make it a firearm. Finishing it does.

So someone should get to work now and develop a jig to place professional quality serial numbers on lowers and make a million dollars. These laws are going to sweep across the nation next year.
I *believe* that an LEO will run a serial# to verify if stolen or not, but not to see if it*s valid or in some registration database. The trick is to make your own numbers and in a way that doesn*t cause any questions if they are legit

The CA law and other bills I*ve seen around the nation, have provisions to serialize a completed lower, but only with a state approved (and registered) SN. I didn*t read the RI law yet to see if they have any way to retain existing pieces

The "gotcha" in the RI law is that it says the serial number must be placed by a federally recognized weapons manufacturer.

Federal law allows one to make a gun for their own use and purposes. How would John Moses Browning ever have gotten started?
State laws cannot supercede Federal laws. I would think this would be ripe for a challenge.
