It sure sounds an awful lot like questioning to me.
Not a lawyer, but I agree with PAMedic. They don't get to just "withdraw" your application for you without a formal approval or denial and a denial would require a reason.
And putting aside that whole Article 1, Section 21 argument for a moment, not having bills in your name isn't a reason for denial under state law. Sounds like a job for a knowledgeable gun lawyer.
Because you live in an uncivilized area where it is socially acceptable to be a deviant. Thus why there are so many cops. I*ll observe that the failure to arrest/cite (because nothing we*ll be done by lazy DA/ judges) of numerous low level crimes (like riding quads on streets) leads inevitably to the belief such behavior is acceptable.
My preferred method would be dueling pistols, however I think Pennsylvania has a law against it. Thus, denied civilized forms of redress of grievances, we are left only the courts.

Didn*t say it was easy, it costs money, and frankly the courts have made it, deliberately IMO expensive to sue government officials engaged in criminal activity. Which is what is happening here, and as I*ve said, this sheriff should be arrested for his criminal behavior.

GL once pointed out to me that in the case of sheriffs, your first step when suing them takes you in front of the judges that said sheriff protects and regularly interacts with. In other words, you're going before a judge with plenty of reason to be biased against you.
Personally, I have "had it up to here" with sheriffs behaving unlawfully, no matter how well-intended or minimally intrusive their behavior may be. It is my opinion that we need to fight hard against all unlawful actions by any sheriff, until they start obeying the law. Letting them continue to get away with little things only emboldens them to do more.

Knowing what I know about PA DL*s and ID cards, I can understand a sheriff next to Philadelphia wanting to confirm an address being provided with a recently obtained PA DL or ID. It is unfortunate that the OP is affected by the fraud of others and has to produce a second form of residence in the form of a bill. Maybe it is just me, but I never knew anyone older than 19 that didn*t have a bill in their name. But I guess in this day and age that is more common and I would assume the sheriff has an alternative method.
Which is why I said federal lawsuit. :-). Or point out the conflict of interest and ask for a change in venue.
Then do an investigation, and deny the LTCF caused on the false information. Refer to the proper Leo agency for charges of failing to update address.
Most of people don*t have bills on their name, or the bills don*t have an address. Up until last month I*m fairly sure my babysitter didn*t have any bills In her name, and she is 21.
